Why would millions everyday be investing in a stock but it hasn't shown any sign of increase?

I'm noticing this stock everyday million are investing in it but it hasn''t went up one positive percent. It's been like this for several days now. Maybe even weeks, I don't know but since I found out about it a few days. What could possibly be up with this stock? A pump and dump maybe?

1. Millions of dollars or millions of people? That changes the possibilities. For a pump and dump, you would need the stock to actually go up as a result of the heavy increase in investment. Could be someone trying to prop up a company that is about to go bust.
